This position serves as a Supervisor in the Support Division for the Research and Development Center (R&DC). If selected you will serve as a supervisory Financial Officer responsible for ensuring that the resources (budget, appropriation and financial management; workforce and contractor management, information systems management; facilities; logistics; and administrative support) are available and adequate to meet the needs of the R&D Center. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Serving as an expert advisor in a wide variety of broad financial review/management assignments which may require integrated analysis of a number of different financial management programs, operations, and activities. Overseeing the planning and formulation of the resources budgeting execution, and monitoring which is derived from multiple funding appropriation sources and addresses normal operating activities as well as unique program authorizations. Planning and organizing RDC program and project resources, and managing critical analysis and evaluation of programs to prepare complex recommendations on allocations and justification of funds. Managing all steps of the Planning Programing Budgeting and Execution Process, which includes identifying resourcing requirements based on strategic briefings and plans, links priorities to resources; identifies emerging requirements, rebalances competing requirements; and executes varying budget scenarios in order to develop presentations for organizational courses of actions. Planning and directing comprehensive financial, logistics, and administrative studies and analyses of the RDC missions, plans, operations and relationships to define its resource service needs. Ensuring long-range budget plans are continually modified in accordance with changes in legislation and adjusted to reflect feedback from the budget execution process. Performs accounting analysis, reconciliation, and surveillance of resource management for multiple ongoing projects. Creating reports which track and monitor prior, current and out-year budget levels for all RDC operating units for senior management's use in prioritizing activities and allocating resources. Exercising supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Managing civilian personnel including the designing of performance measures, establishing milestones and providing guidance and mentorship for successful completion of performance plans. Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Serves as approving official for all personnel action requests prepared by serviced organization staff, including requests for recruit actions, promotions, reassignments, and special compensation actions. To Qualify at the GS-14:
Applicants must possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:
Applying complex financial management methods and various budgets and cost functions involving formulation, justification, reimbursement, and/or execution for large organizations, programs, or projects with multiple funding sources spanning across multiple years. Analyzing cost data on individual projects and programs and applying basic statistical formulas to budgetary data to illustrate the effects of changes in level of funding for current projects/programs. Developing and analyzing the resource allocation and distribution for budget submissions. Conducting resource planning and programming analysis. Managing both civilian (and military) personnel including the designing of performance measures, establishing milestones and providing guidance and mentorship for successful completion of performance plans. Performing the full scope of supervisory personnel functions and supporting organization-level workforce management including recruitment, promotions, and compensations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
