You will serve as an Environmental Protection Specialist in the Coast Guard Academy's Environmental and Safety Branch. In this role you will be a key asset in achieving and maintaining environmental compliance for the Academy and supported units. You will have the opportunity to apply your professional experience and technical expertise across a wide range of environmental program areas; to include:
Spill Response, Emergency Preparedness, permitting, RCRA, CWA, CAA, NPDES, and EPCRA. Being a civilian working for the Coast Guard makes you a valuable team member. Typical duties include:
Developing and implementing environmental compliance policies and procedures. Serving on the Academy Spill Response team. Providing support and lead Academy spill response actions. Coordinating and providing Academy environmental compliance training. Managing environmental permits and plans; including:
applications, renewals, record keeping, and reporting. Conducting program audits and support externally conducted environmental compliance evaluations. Developing and executing corrective action plans. Conducting or contracting for environmental sampling; including:
waste characterization, spill debris, and waste water. Conducting written and verbal communications with appropriate regulatory agencies. Reviewing and commenting on environmental aspects of construction projects. Attending pre-construction meetings with contractors and project managers to ensure that environmental requirements are understood and met. The work sometimes requires regular and recurring physical exertion, such as prolonged standing, bending, stooping, climbing ladders, entering confined spaces, moving waste containers, stocking supplies, and carrying equipment while wearing protective clothing to observe contractor work inspect tanks, and respond to releases of oil or hazardous materials. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Qualifications for GS-09:
At least one year of specialized experience equivalent to the GS-07 level in the Federal Service; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Education and experience may be combined to meet qualification requirements. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include:
performing a variety of activities involved in the development and implementation of relatively routine changes to regulations restricting the land disposal of hazardous wastes; Evaluating the feasibility and probable effects of proposed regulations; developing position papers, issue papers, workgroup materials, and briefing papers for higher-level managers; developing preamble language for proposed and final rules; assisting in developing policy guidance to implement the various provisions of environmental standards; Inspecting storage areas; providing technical guidance to personnel involved in the handling and disposal of hazardous materials and wastes and preparing required reports; and acting as COTR on emergency services basic ordering agreements.National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
