Information Technology Specialist, GS-2210-09/11/12

Serves as a technical advisor to project managers, as the Research and Development (R&D) Center expert on cyber security, IT network design, computers, software design/development, mixed reality systems, unmanned systems, space-based systems, navigation, telecommunications and electronics system implementation and hardware design, project manager for selected R&D Center projects, and as contracting officer technical representative (COR) for project related contracts. You would have responsibility for designing and developing proof-of-concept and prototype systems; planning and analysis of test programs; evaluation of findings; creation of specifications; and estimation of workloads in developed projects. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Managing and coordinating the evaluation of cyber security, computer, navigation, telecommunications and electronic systems and associated communications hardware and software for assigned projects. Providing technical services in cost estimating, technical analysis, and benchmarking. Performing life cycle management functions, including installation and eventual removal and restoration of equipment. Recommending methods and procedures and coordinating test actions to analyze and optimize utilization. Providing training, consultation, and technical support services to customers on subjects such as system usage and capabilities, system generation alternatives, configuration alternatives, standards and procedures, configuration management, performance management, capacity planning, and telecommunications network control and management. Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Experience:
GS 12-Applicants must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience include:
Working with higher graded specialist to ensure integration of all IT systems components (i.e., procedures, databases, policies, software, and hardware); Performing resource management control including procuring equipment or services necessary for project execution; Providing training, consultation, and technical support to customers on system usage and capabilities, and Performing systems analysis and performance analysis assignments; computer techniques, high level programming languages, requirements, methods and procedures. GS-11 Applicants must possess at least one year of specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the IT line of work. Examples of specialized experience include:
Working with junior specialists to understand/develop IT systems components (i.e., procedures, databases, policies, software, and hardware); Assisting with resource management estimates necessary for project execution, and; Providing technical support to customers on system usage and capabilities. OR GS 11 Education:
Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following:
computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. All academic degrees and coursework must be from accredited or pre-accredited institutions. Note:

GS-09 - Applicants must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience include:
Working with junior specialists to understand/develop IT systems components (i.e., procedures, databases, policies, software, and hardware); Working under close supervision to assist with resource management estimates necessary for project execution, and; Providing standardized technical support to customers on system usage and capabilities. OR GS 09 Education:
Completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in the following:
computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
